Does rest in hang mean resting in a dead hang, or does it include swinging?

You'd want to be as still as possible in dead hang. The donwside to this rest position is it becomes very taxing on your grip. :(

One arm jerks for time will develop the ability to rest more overhead as the set progresses. For most , grip is the limiting factor with snatches. You either work this hard (& it's very easy to overtrain) or work more on the cadence and smoothness of the snatch movement. High rep swings will definitely help your grip though ; no more than twice a week and not to failure.

So, just to clarify, this new rule about 'no rest in hang' means that you can only rest overhead for snatches? Will this affect the World Championships this year?

different Federations have different rules...
Which WC are you planning for?
I will find out the IUKL rules.
Best to aim for no hanging , when you get good it doesn't get you many more reps anyway. I got 2 extra reps with one hand on the W/E , not much. The OH assistance work will bringing major benefits so work on that instead.
